H.E. Dr. PHAN underscored the significance of the Energy Efficiency Revolving Fund (EERF) initiative as a practical intervention to overcome the persistent challenge of limited investment capital and affordable financing. The initiative is instrumental in advancing clean, sustainable, and environmentally friendly energy development, in line with the National Energy Efficiency Policy 2022–2030.

At the same time, H.E. Dr. PHAN expressed deep appreciation for this initiative, particularly the close collaboration among all relevant stakeholders, including the Asian Development Bank, the British Embassy in Cambodia, government agencies, and Participating Financial Institutions such as CIMB Bank and FTB. He further encouraged the private sector, especially small and medium enterprises, to apply for loans under this fund to invest in equipment and facilities that enhance energy efficiency in their business operations.
