Phnom Penh, February 11th, 2026 – SME Bank and the General Department of Potable Water Supply of the Ministry of Industry, Science, Technology & Innovation (MISTI) signed a Memorandum of Understanding (MoU) titled “Access to Finance for Water Supply Operators.”
The MoU was signed at Ministry of Industry, Science, Technology & Innovation (MISTI) by H.E. Tan Sokchea, Director General of the General Department of Potable Water Supply, and Mr. Chea Sophak, CEO of SME Bank, Under the presidency of H.E. Oum Sotha, Secretary of State and High Representative of H.E. Hem Vanndy, Minister of Industry, Science, Technology & Innovation, with the participation of relevant top management from both institutions.
This MoU establishes a strategic collaboration designed to strengthen and broaden financial access for water supply operators. The partnership serves as a key driver in fostering business start-ups, enabling expansions, improving operational efficiency, and supporting recovery initiatives—all of which contribute significantly to national economic growth and social development.
Through this MOU, both parties agree to collaborate on the following:
- Providing support and financial services (loans), including exploring the possibility of offering special conditions (such as preferential interest rates or simplified credit procedures) by accepting water supply business licenses as collateral.
- Promoting and strengthening awareness of financing procedures and regulatory compliance for water supply operators.
- Participating in supporting various necessary activities and promoting the development of the water supply and financial sectors, aiming to drive sustainable, resilient, and inclusive socio-economic development.
From now on, every water supply operator licensed by the General Department of Potable Water of MISTI who require loan should contact the nearest SME Bank branch, call the Hotline at 096 811 1118, or message the official SME Bank of Cambodia Facebook page for business consultations.
