Memorandum of Understanding (MoU) between SME Bank and Cambodia Women Entrepreneurs Association (CWEA)

On the morning of October 1st, 2025, the SME Bank and the Cambodia Women Entrepreneurs Association (CWEA) signed a Memorandum of Understanding (MoU). The MoU was signed by Mr. CHEA Sophak, CEO of SME Bank, and  Lok Chumteav CHAN Pheary, the President of CWEA, with the management in attendance.

The first MoU was established on September 9, 2022, and was valid until September 9, 2025. SME Bank and CWEA have now agreed to renew this MoU, which aims to enhance access to finance and promote business development for SMEs, thereby contributing to the country’s economic growth and development.

Through this MoU, enterprises that are CWEA members can apply for affordable financial schemes from the SME Bank to develop and expand their businesses.

The Cambodian financial market is developing rapidly and approaching the saturation stage. However, most commercial banks and MFIs are introducing both cash-flow and collateral-based lending. In general, they required real-estate property such as land and/or building to be served as collateral. According to the feedback from the market, some small and medium enterprises (SMEs) are not able to get loans from banks or MFIs due to collateral requirements.
